PROMOTING SAFE, DECENT AND AFFORDABLE HOUSING
Trillium believes unless a person has decent, safe, and affordable housing, the likelihood of being successful in treatment is low. We are committed to partnering with communities across eastern North Carolina--municipal and rural--to ensure individuals are linked to the services and supports they need for health, wellbeing, and quality of life.
To coordinate efforts, avoid duplication and obtain the best outcomes for people served, Trillium Housing staff work closely with community representatives and agencies, such as:
- Local Housing Authorities
- County Social Services
- Property Owners & Managers
- Homeless Shelters
- State Continuum of Care
- Homelessness Project Coordinators Community Action Agencies
- Local Government Officials

Permanent Supportive Housing Program (PSH)
The Permanent Supportive Housing Program (PSH), formerly Shelter Plus Care, is a federally funded program that provides rental assistance to people with disabilities who are experiencing homelessness. The program specifically targets people who have a serious mental illness, substance use issues, and/or intellectual/developmental disabilities.
Continuum of Care (CoC)
Is a community plan to organize and deliver housing and services to meet the specific needs of people who are homeless as they move to stable housing and maximum self-sufficiency. It includes action steps to end homelessness and prevent a return to homelessness. The Balance of State Continuum of Care (BoS CoC) is one of the twelve CoCs in North Carolina. BoS CoC was created in 2005 to help rural communities apply for Continuum of Care funding from HUD. CoC funding serves homeless populations through permanent supportive housing, transitional housing and HMIS projects through an annual application process. For more information please visit The NC Coalition to End Homelessness.
County Regional Committees
Work as a subcommittee of the Balance of State Continuum of Care to assure quality housing for all, from homelessness through self-sufficiency.
