Medicaid expansion will no longer launch Oct. 1 as the North Carolina General Assembly failed to take needed action to meet that date. A new launch date will be announced following the needed legislative action, but it will not be Oct. 1.

Trillium believes safe and affordable housing, is important to health and well-being.  We work in our communities across eastern North Carolina to link people to the services and supports they need to support their health, independent living, and recovery goals.

Trillium Housing staff work closely with local housing organizations, agencies, and community representatives such as:

  • Public Housing Authorities
  • County Departments of Social Services
  • Property Owners and Managers
  • Continuums of Care
  • Homeless Shelters
  • School Districts Homeless Liaisons
  • Local Government Officials
  • Community Action Agencies

Permanent Supportive Housing Program (PSH)

Trillium's Permanent Supportive Housing Program is a U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) funded program that provides rental assistance and supportive services to people with disabilities who are experiencing homelessness. Trillium's program specifically targets people who have a serious mental illness, substance use issues, and/or intellectual/developmental disabilities.


Rapid Rehousing Program (RRH)

Trillium’s Rapid Rehousing Program is a HUD CoC funded program that provides short-term rental assistance to people who are experiencing homelessness. 
 


Continuums of Care

The U.S. Housing and Urban Development (HUD) Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness; to provide funding for efforts by non-profits, states, Indian Tribes or tribally designated housing entities and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. CoC funding serves homeless populations through permanent supportive housing, rapid re-housing, coordinated entry, and Homeless Management Information System (HMIS) projects through an annual application process. North Carolina has twelve Continuums of Care and Trillium participates in the two that serve our region: the Cape Fear Homeless Continuum of Care and in the Balance of State Continuum of Care. Trillium actively engages the CoCs to collaborate with community stakeholders focused on housing and homelessness services to together best serve individuals and families with housing needs.

The Cape Fear Homeless Continuum of Care is a standalone CoC in Brunswick, New Hanover, and Pender Counties that meets monthly. The Balance of State Continuum of Care serves 79 counties in North Carolina, including the rest of Trillium’s catchment area. The counties are divided into regions to better address the needs of particular areas, and each region meetings monthly. Trillium participates in these regional committees in a variety of roles, including lead, alternate lead, and more.
