After careful review and consideration of all proposals received, Trillium Health Resources has determined not to award the RFP at this time.
We appreciate the time and effort spent preparing and submitting proposals and encourage providers to continue monitoring future procurement opportunities.
Request Opportunities
Trillium is seeking proposals for a modern, flexible Clinical Management Platform that improves care management and coordination across all health domains. The Clinical Management Platform must enable regulatory compliance with current contractual requirements with North Carolina Department of Health and Human Services (NC DHHS) and National Committee for Quality Assurance (NCQA) accreditation requirements as Trillium is an accredited Health Plan under NCQA. The Clinical Management Platform must support billing functions to be completed in working with other ancillary systems.

Request for Applications (RFA) - NC Child Welfare Trauma-Informed Assessment (NC CWTIA)
North Carolina Department of Health and Human Services Division of Social Services (NCDHHS DSS) in coordination with North Carolina Medicaid Health Plans is seeking provider agencies to participate in the implementation of the North Carolina Child Welfare Trauma-Informed Assessment (NC CWTIA)—a standardized, trauma-informed clinical assessment process for children and youth involved with county Departments of Social Services (DSS).

The Division of Health Benefits releases an update on the reimbursement rate for the NC CWTIA
The proposed rate for the Child Welfare Trauma-Informed Assessment is $804.22 per completed assessment. The proposed rate is being released for informational purposes and may be subject to change pending additional review and final approval by NC Medicaid.
Start-up funds of up to $2,000 per clinician may be available to providers that apply by March 15, 2026. Funding is subject to availability, contracting approval, and the ability to meet the June 30, 2026 expenditure deadline.
For closed network services included in the Tailored Plan Medicaid or Medicaid Direct (PIHP) Benefit Plans, Trillium is not accepting applications to expand the network at this time. Closed network services include:
- Assertive Community Treatment (ACT);
- Multi-Systemic Therapy (MST);
- Community Support Team (CST);
- Intensive In-Home Services;
- Child and Adolescent Day Treatment;
- SUD Residential Treatment Services (ASAM 3.1, 3.3, 3.5, 3.7);
- Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IDD);
- All 1915(c) Home and Community Based Innovations Waiver services;
- All 1915(c) Home and Community Based TBI Waiver services.
- All 1915(i) Home and Community Based Waiver services
All other Medicaid services in Trillium’s network are open for application by emailing NetworkServicesSupport@TrilliumNC.org.
Trillium is not accepting applications for State Funded services at this time. All State Funded services are part of Trillium's closed network.
