Each month we highlight a topic from the Centers for Medicare & Medicaid Services Emergency Preparedness Rule.
With dangerously hot heat waves impacting our state and a severe drought, we wish to provide you all with information on backup energy plans.
- If your facility is required to have a generator, be sure that you run monthly tests to ensure it runs smoothly and handle the energy capacity.
- If your facility is not required to have a generator, facilities such as Home Health, outpatient providers, FQHCs, etc., ensure your plan includes evacuation and closing procedures should there be a power outage during dangerous heat waves.
- If you provide in-home services, talk with your members about what their plans are if they lose power during dangerous heat waves.

Reminders
Long Term Community Supports (LTCS) Transition to Long Term Residential and Day Support Service (LTRDS) Update for PIHPs
This notification provides an update on the Department’s ongoing collaboration with PIHPs regarding the LTCS (ILOS) transition to LTRDS. The Department has been actively coordinating with CMS on the LTRDS service definition, and CMS has requested additional details related to both the service definition and the associated payment methodology, particularly concerning bundled services.
Based on this feedback, it has been determined that the State may need to revise how this service is delivered under North Carolina Medicaid. As a result, implementation of LTRDS—previously scheduled for July 1, 2026—will be placed on hold.

Off-Cycle Provider Reverification Taking Place This Fall for Certain Providers
Per the Centers for Medicare & Medicaid Services (CMS) notification on April 23, 2026, NC Medicaid is requested to conduct off-cycle, expedited provider reverification with a focus on high-risk providers, including National Provider Identifier (NPI) and atypical providers. The list of impacted providers will be included on a tab called “CMS_HighRisk_Atypical” in the Active Provider Reverification Report, posted on the Provider Enrollment Recredentialing webpage.
The CMS High Risk Atypical tab includes providers identified as either NPI or atypical providers who are classified as high categorical risk level and meet one of the following:
- Have not been reverified in the last 12 months.
- Are due within the next 12 months.
The process to initiate this reverification is currently under development, and notifications with specific deadlines for application submission are expected in late September 2026. Impacted providers should monitor their NCTracks secure Provider Message Inbox and email for notifications.
New Incoming Mail Address effective July 20, 2026
Trillium has a new mailing address to be used for all incoming mail. Providers, stakeholders, and others should use the address below to send any mail to Trillium. This PO Box will be checked on a daily basis to route all communications to the appropriate department.

PCP/Provider Request for Care Manager Name or Assignment Referral Form
Trillium has updated the link to the PCP/Provider Request for Care Manager Name or Assignment Referral Form. The new link is active and available for use. Providers who have bookmarked the previous link are encouraged to update their records accordingly.
Join Trillium’s Global Quality Improvement Committee (GQIC)
Are you passionate about enhancing healthcare quality and driving meaningful change? Trillium is seeking a dedicated CFAC representative (North Central region) as well as an Integrated Care Representative (working in primary care or an Advanced Medical Home) to join the Global Quality Improvement Committee (GQIC).
The GQIC is a dynamic group of practitioners, providers, specialists, and family representatives working together to improve healthcare quality. By joining, you’ll have the opportunity to:
- Collaborate on impactful quality initiatives.
- Share insights and expertise with peers and Trillium staff.
- Help shape recommendations that guide quality improvement efforts.

Home and Community-Based Services Technical Assistance Training
The North Carolina Department of Health and Human Services (NCDHHS) Home and Community-Based Services (HCBS) Internal Team and Trillium have been working on HCBS Database Enhancements, Priority 1A (database updates) and Priority 1B (provider yearly HCBS attestations).
This communication provides notification to HCBS providers of an upcoming training opportunity. As the HCBS database updates for contact/demographic information have been in process, the next step is provider training on the yearly attestation. This attestation is an opportunity for the provider to acknowledge and attest that the site remains in compliance with the HCBS Final Settings rule. This training is considered a high priority for the provider to adhere to the HCBS Database Enhancements. The yearly attestation will be required for each service site for an agency to continue providing HCBS services at the location.
Trillium has published an online recorded training on My Learning Campus. To understand the upcoming expectations of the HCBS yearly attestation, it is highly recommended that you view this training. You will receive a certificate of completion.
Please note: The yearly attestation does not replace the provider’s initial provider self-assessment, which must be found in compliance with the HCBS Final Settings rule prior to the site rendering any HCBS services.
