Trillium’s THRive Local Local is our county level plan that embodies both the local county funding Trillium receives and the funding Trillium invests locally in our communities. THRive Local helps us innovatively support the communities where we live. By leveraging the flexibility of county dollars—alongside Trillium’s strategic investments—the plan enables communities to address needs and build capacity in ways that may not be possible through Medicaid or state funding models.
Our THRive Local plan represents more than just a plan—it’s a commitment to transforming lives across our service region by addressing both immediate crises and long-term stability. Through innovative partnerships and comprehensive services for people with behavioral health conditions or an I/DD, we're building healthier, more resilient communities where every individual has the opportunity to thrive

Other ways we THRive:
- Local Footprint: Regional Advisory Boards, Consumer and Family Advisory Committees, Council on Health Disparities, and System of Care groups are all comprised of local representation.
- Crisis System Development and Mobilization: Behavioral Health Crisis Line that is staffed 24/7, Mobile Crisis Management, and Facility-Bases Crisis Centers are all part of our multi-layered approach to ensure that help is always available, reducing unnecessary emergency department visits and law enforcement involvement.
- Health and Digital Literacy: Our health literacy programs help individuals become informed advocates for their own care to increase engagement with treatment. Technology skills are no longer optional—they're essential for accessing telehealth, managing medications, connecting with providers, and staying engaged with care and support networks.
- Increasing Access for the Uninsured and Underinsured: Healthcare should not be a privilege reserved for those with insurance coverage. Trillium ensures that individuals who fall through the cracks—those who don't qualify for Medicaid or lack private insurance—still have access to essential behavioral health and intellectual/developmental disability services through state-funded programs.
- Maintenance of Effort Functions: Counties invest in Trillium to fulfill critical statutory obligations that protect community safety and well-being. These Maintenance of Effort functions represent essential services that counties ask us to manage on their behalf, ensuring professional oversight and consistent quality across jurisdictions.
